MUNICIPAL AND CULTURAL CENTRE MELS (CH), 2013

The community of Mels lies embedded in the gently sloping valley of the Seez river, protected by mountains which, however, leave enough space and light for the development of a community which has its roots in farming. The centre of town with it´s compact and compartmentalized character is still there but currently suffers from the architectural sins of the past. Large-scale retail trade areas outside the town took away the source of life for the small shops in the centre of town. An exodus of tenants and increasing back-log of urban redevelopment further contributed to the loss in attractiveness of the town centre.

The financially sound municipality has recognized this situation and now intends to take counter-action. The town hall, centrally located on a square, is to be extended and external municipal offices are to be bundled in a single community centre. The cultural centre which is in a desolate technical condition and functionally insufficient, shall be reconstructed thereby providing the spark for a revival of the battered centre.

The concept of ART DE LUX aims at several directions of development at the same time: at improving and complementing the "built environment" of the square, at significantly reducing transit traffic through the centre of town and at creating meeting zones in the public space. A special effect is provided by integrating a "natural break" in the requested traffic links - the gorge. A continuous gap between existing buildings is used to revive the “dead” building fronts.

Like a natural gorge with rocky slopes with plants and water spots, this area serves to increase the attractiveness of pedestrian connections, to recall the neighbouring natural environment and to beak up the high degree of sealed surface in the town.
